Tobacco Prevention and Control Division

The Union Tobacco Prevention and Control Division was created in 1996 to gather state
of the art practical strategies for low income countries and disseminate
this information through technical assistance, education and applied research.
Prior to this, and as far back as 1981, The Union had already adapted a non-smoking policy
for all its meetings, conferences, courses and workshops. Furthermore, in 2005, the Board of
Directors of The Union determined that as of 2006, all Union programmes must include a tobacco control element.
Tobacco use is often associated with poverty: people who smoke spend their limited resources on tobacco products
instead of food and find themselves trapped in the vicious circle of impoverishment and poor health. By 2020, tobacco
use will account for 22% of all deaths in Eastern Europe and the former Soviet Union, 18% of all deaths in China and
in OECD countries (Oganisation for economic co-operation and development), and 14% of all deaths in India.
The Union is committed to helping countries meet the Millennium Development Goals and to eradicating
poverty, an immediate consequence of tobacco use.
Current Union tobacco prevention and control projects look at the feasibility and efficacy of routine brief
cessation advice in district medical settings in low income countries,
examine the relationship between smoking and tuberculosis and investigate
public awareness about tobacco in relation to national legislation.
